HEATHER HORMEL MILLER-ATTORNEY
Attorney Heather Hormel Miller was admitted to the Virginia bar in 2002 after graduating from the University of Chicago Law School. She clerked for Judge Norman Moon of the U.S. District Court for the Western District of Virginia and then joined Crowell & Moring’s Washington, D.C. government contracting team. From 2007 through 2012, Heather served Pharmaceutical Research Associates as in-house counsel, bringing her government contracting experience to bear in bid defenses and governing large-scale clinical pharmaceutical trials. She later served Epic Systems, Inc. as in-house counsel where she oversaw contracting strategies and compliance for two complex government procurements with the U.S. Department of Defense and one ongoing government contract with the U.S. Coast Guard. The DoD project was a multi-billion-dollar procurement to digitize the Department’s health records system. Heather’s role included managing legal agreements with subcontractors and understanding the company’s intellectual property risks associated with its government contracts. In addition, from her earliest days at Crowell & Moring, she has represented clients in bid protests related to federal government contracts.
She joined Dunlap Law in 2017 and serves a wide range of needs for the firm’s clients, including counsel on federal government contracting, counsel on terms and conditions of business deals, and drafting of highly complex legal documents.
