Heather joined Dunlap Law in 2017 and serves a wide range of the firm’s clients, including businesses engaged in government contracting, regulated industries, and complex commercial transactions. Her work includes advising on federal procurement and bid protests, negotiating and drafting highly complex agreements, and counseling clients on risk allocation, compliance, and contractual strategy.

Heather began her legal career after graduating from the University of Chicago Law School and clerking for Judge Norman Moon of the U.S. District Court for the Western District of Virginia. She then joined Crowell & Moring’s Washington, D.C. government contracting practice, where she represented clients in bid protests and federal procurement matters.

Heather later served as in-house counsel for Pharmaceutical Research Associates and Epic Systems, Inc., where she oversaw contracting strategies, compliance, and intellectual property risk for large-scale government procurements. Her experience includes advising on a multi-billion-dollar Department of Defense procurement to digitize military health records and managing complex subcontractor relationships in highly regulated environments.

Heather’s career spans both the advisor and operator perspectives, allowing her to translate complex legal requirements into practical guidance that supports her clients’ business objectives.
